Job Summary
This position is located in the Office of State Superintendent of Education, within the Data, Assessment, & Research (DAR). This position serves as the Data Management Manager for the Office of Data Management and Applications (ODMA) within the DAR division. Incumbent will oversee a staff of data management specialists that are responsible for managing data and associated metadata, ensuring that all data adhere to the agency’s data architecture, and maintaining the ETL systems for automated and manual data collections.

The manager is responsible for supporting the director of ODMA in the implementation of the year-to-year operational plan for the ODMA. The manager determines work and project assignments for the data management specialists to support the data management needs of the agency.

The manager provides direct supervisions, management, guidance, mentoring, and coaching to the data management specialists through planning goals, setting priorities, establishing work standards and expectations, evaluating work performance, identifying professional development needs, addressing grievances, recommending promotions, and providing discipline as required.

The manager assists the director in leading the data architecture committee to ensure that all proposed and newly developed data assets and data systems adhere to industry best practices and agency standards and improving data quality across the agency’s data assets.

The manager leads the development, implementation, and maintenance of data quality controls for all agency data assets and maintains a system that functions as an inventory for all data assets and supports data discoverability and the creation of standard data dictionaries.

The manager works closely with data analysis managers to ensure alignment across data management and data analysis needs, internal and external stakeholders to define and refine data management and collection needs, and staff in the Office of the Chief Information Officer to ensure that all data systems adhere to agency best practices and standards.

This is a Management Supervisory Service "MSS", "At-Will" Appointment. This position is not covered under a collective bargaining agreement.

Qualifications
• Demonstrated skills in data management and data architecture

• A proven track record of developing and maintaining ETL systems that include data quality controls

• Experience in database and development languages, including SQL, C#/ C++, and Python

• Experience managing diverse stakeholders in a fast-paced environment

• Strong problem-solving skills and a solution-oriented mindset

• Expertise in managing and inspiring highly skilled data management professionals

Licensures, Certifications and other requirements
N/A

Education
Graduation from an accredited four-year college or university with a relevant bachelor's degree; or an equivalent combination of education, training, and experience. Master's degree preferred.

Work Experience
At least five (5) years of relevant work experience; Data management, data architecture and application development experience in an education setting preferred.

Work Environment
Work is normally conducted in an office setting with occasional need for local and field travel.
