This position is located in the Office of State Superintendent of Education, within the Data, Assessment, & Research (DAR). This position serves as the Data Applications Manager for the Office of Data Management and Applications (ODMA) within the DAR division. Incumbent will oversee a staff of business analysts and developers that are responsible for gathering and documenting business requirements, developing data applications, and developing data visualizations for internal and external stakeholders.
The manager is responsible for supporting the director of ODMA in the implementation of the year-to-year operational plan for the ODMA. The manager determines work and project assignments for the business analysts and developers to support the data application needs of stakeholders.
The manager provides direct supervisions, management, guidance, mentoring, and coaching to the business analysts and developers through planning goals, setting priorities, establishing work standards and expectations, evaluating work performance, identifying professional development needs, addressing grievances, recommending promotions, and providing discipline as required.
The manager leads the development and implementation of an inventory of all data applications and visualizations and works closely with internal and external stakeholders to identify and prioritize data application and visualization needs and solicit regular feedback on existing applications.
The manager works closely with data analysis managers to identify collaboration opportunities for developing applications and visualizations that provide detailed data and analysis to internal and external stakeholders. The manager works closely with staff in the Office of the Chief Information Officer to ensure consistency in the application development process across the agency.
This is a Management Supervisory Service "MSS", "At-Will" Appointment. This position is not covered under a collective bargaining agreement.
• Demonstrated skills in applications development using languages such as C#/C++, Python, etc. and experience using business intelligence tools
• Experience leading data-intensive applications development using traditional and Agile methodologies
• Experience developing data visualizations for a diverse set of stakeholders
• Experience managing diverse stakeholders in a fast-paced environment

• Expertise in managing and inspiring highly skilled developers and business analysts
Licensures, Certifications and other requirements
Graduation from an accredited four-year college or university with a relevant bachelor's degree; or an equivalent combination of education, training, and experience. Master's degree preferred.
At least five (5) years of relevant work experience; Data management, data architecture and application development experience in an education setting preferred.
Work is normally conducted in an office setting with occasional need for local and field travel.
